Respectfully returned to Lieut M.S. Reed. When I occupied the apartment in the Chesapeake College building, I was an officer assigned to duty in the Bureau, had no quarters for myself or family and did not draw commutation of the same. I confined myself strictly to a portion of the half of the building which was there in my possession as an office of the Bureau and can only reiterate what I have previously reported, that during the whole of the period charged for one half of said building was vacant and was under the direct control of Mr. Charles A. Raymond above living in the house he stated to me that I had a perfect right to occupy a part of the building as I did one half of it by orders of the Maj. Genl. Comd'g. The Sub Dist of Fort Monroe.
