Elliott with reference to his reason for not issuing the warrant, two of them he never acknowledged the third one was a peremptory order for his appearance at my office. Upon responding to it, he informed me that upon hearing the Case, he did not see fit to issue a

Warrant and that he was placed in the position to decide whether he was warranted in taking action or not and further he doubted the authority of the Bureau to interfere with his decision stating that it was immaterial to him whether he held the office or not.

Betsy Rivers formerly Williams resides here is married to Pleasant Rivers they are doing well, and have two children by this last marriage. Her son John Williams is with her, he is an intelligent and sprightly boy. She is unwilling to give him up to his father appreciates his offers to Educate and aid her son. She hopes to be able to give him a plain Education and learn him industry. Her opportunity is better than the majority of freedpeople. She and her husband are industrious and thrifty, and doing well.
