Respectfully returned to Bvt. Maj: J.H. Remington S.A.C. Mark Foreman was arrested and committed to Jail on a charge of highway robbery, there is no doubt of his guilt. I have examined witnesses called by him to prove that the committing Magistrate was drunk testify that such is not the case. Examining Courts having been abolished during the last session of the Legislation of Va. Mark Foreman cannot the tried until the November term of County Court, which is th first quarterly Grand Jury term under the new Law. He has made several attempts to be released on bail, but has failed as he cannot find persons willing to go his security. He hears a month previous to his arrest for the Crime he now stands charged with.
