Respectfully returned to Maj: Genl. O. O. Howard, Comr. since forwarding this application, I have had the opportunity of conversing with the Rev. Mr. Hill, a colored man of superior intelligence and ability, from Liberia.
The object of Mr. Hill's visit to Virginia, was the procuring of emigrants for Liberia. Mr. Hill confirms former reports, that the colored people taken from the plantations, with the ignorance that of necessity attaches to their condition are apt on their arrival in Liberia, to fall into the habits of the natives, and to become the most barbarous of the barbarians.
He thinks that none but the educated and intelligent should emigrate to Liberia, and concurs with me, in the opinion, that the class of persons needed in Liberia, is the class that can not now be spared from
