Respectfully returned to the Asst. Comr. inviting attention to enclosed letter from Actuary of Friends Freedmen Association, with statement that in my opinion fifteen per cent of proper expenditures would be a reasonable rent but I do not think that the Bureau should be responsible in any way for the expenses lawsuits growing out of mistakes of the Friends Society or their agents, and further, that the purchase of seventy nine (79) acres does not seem to be any necessary part of the educational work at Yorktown, and, that in my opinion rent should not be paid over ten (10) acres of land, at this rate one years rent would amount to about $414.00.

Information is desired as to whether or not they are dependent on the Government for support or liable to become so, and if not whether they are under contract for labor. Genl. Brown will please endorse this recommendation in the case.
