Respectfully forwarded to Bvt: Brig: Gen'l O. Brown, Asst. Comr. Va. I cannot see how the services of Mr. Patrick O. Brien can be dispersed with. It is evident that the Bureau must continue to issue Rations to Refugees & Freedmen or else unparalleled suffering must ensue. The poor are in decidedly greater straights for the Common necessaries of life, then at this season of 1866. This is caused by the great stagnations in every line of business. As Mrs. O'Brien is acquainted with those in real want his services will be indispensable to keep away the unworthy.
