I might have been influenced to adopt the same views — for the reason — that I am informed that Dr. Andrews is doing considerable private practice outside of his Bureau duties and endeavoring to get up  a local practice. Although he may not, and most likely did not allow this to interfere with his duties under his contract. I was, and am decidedly of the opinion that with but one Medical Officer at Alexandria, it would be necessary for him to devote his entire attention to his duties among freedmen. But if it is judged best to retain Dr Andrews and not Dr Atwood, I should be pleased to be so informed as soon as convenient that I may recall my notice to him in regard to closing his contract and give a similar one to Dr Atwood.
