Respectfully returned to the Asst. Com'r, Va. with statement that a letter dated July 22nd was received at this office announcing that the appointments of Messrs. S.M. Babbitt and E.W. Cody had been revoked to date from July 31st. I had personally notified Col. Whytal and Mr Cody himself that I should not need the services of these gentlemen after July and believe they perfectly understood it. It was my fault, however, that no official notification was sent to Messrs. Cody and Babbitt, although Mr. Babbitt went North immediately after.
I received the Bureau Property from Col. Whytal from the 18th day of July 1867 and on or about the 22nd day of the same month, but neither of Messrs. Cody nor Babbitt ever did any service in my office, or have been in it since that time.
