Respectfully returned to Gen'l O. Brown, Asst. Com'r On investigation I find that Miss Ada W. Smith has three assistant teachers and is expecting a fourth.
They are at present occupying the Buthe St. Baptist Church and the St. James St. Methodist Church, which together will well accommodate four teachers with their schools. I would recommend that an additional room, large enough to accommodate from fifty to seventy-five scholars be rented for the fifth teacher. The above named school rooms will fairly accommodate the schools of the P.E.F. Com. until such time as better ones can be provided.

Smith in the indifference with which these people treat the claim of the Bureau, The faking is the same all through this Sub Dist.  people are in possession of the lands held on the Bureau records, and treat the claim thereof with silent contempt, making no effort to obtain the restoration of their lands, although solicited so to do, and having the mode of application explained to them.

I would respectfully request specific instructions as to the mode of procedure in such cases, and would suggest that the officers be authorized to either seize these lands in the name of the Bureau and rent them out to freedmen, or drop them entirely from their reports.
