Respectfully returned to Bvt. Lt. Col. James Johnson, S.A.C. with the information that I found the girl Harriet Low with Mrs. Edward Naylor. She is well taken care of and has a good home, and says that she wishes to stay where she is, that she will not go to her mother unless compelled to by force, and then she will not stay with her. George Low the husband of Eliza Low is not the Father of Harriet.

I am of the opinion that if she is sent to her mother, she will run away from her at her first opportunity and as she has a good home and is contented with Mrs. Naylor I recommend that she be left where she now is.
