On my being assigned to this place August 31st 1866 the buildings were in a delapidated condition & not fit to be occupied as an office or for any [[strikethrough]] other[[/strikethrough]] purpose and they were put in good order by Mr. Wm. B. Whitehead the owner thereof. I can find no evidence to prove that they were destroyed by any other than the United States Troops or volunteering, which they were occupied by them. 
This paper was not forwarded before this time on account of Mr. Whitehead being in Louisiana and returned a short time Since.

The parties to whom the money is due are residents of Gloucester Co and the matter has been in the hands of the Bureau Agent then in charge until a few months since when I was appointed Mil. Commr. over that County. I immediately took the matter in hand & have been doing all in my power since that time to learn the present whereabouts of the money which the heirs of Ben Goldman (Cold.) deceased have been so wrongly deprived and I have no doubt of the final success of my labors in their behalf.
