Respectfully forwarded, Attention invited to communication of October 15th 67. from these Hd. Qrs. the within statement confirms my suspicion that many of the men called for are used for private purposes. So far I have furnished all details called for by Genl Armstrong, Agt. 5th S. Dist. Bu. R.F. & A.L. for the Officers of the Bu. R.F. & A.L. but without being able to know the necessities for the details. In this case. I can see no necessity for Bvt. Capt. F.J. Massey, Mil. Commissioner Yorktown, Va. to have (1) one non-commissioned officers and (5) five Privates and (3) three Government horses. It appears to me that one mounted man is sufficient.

Mr. Henry Runs was furnished transportation to Richmond by the Comr. and was recommended as a person worthy of Employment if possible, as an act of charity, to a disabled soldier. He was furnished Employment at $60. per month he remained fourteen (14) days, and was found unsuitable as a clerk. His board bill took nearly all of his wages; he was without money, and transportation was furnished him to Alexandria, Va. as an act of charity, he having a prospect of Employment in the A.G.O.
