If they fail to do this, the case should be reported in full to these Head Qrs., with the names of the delinquent officers, and all facts connected with it.

If the parties are not residents of the Counties where they now are, it is the duty of the Civil Authorities to send them to the Counties that are responsible for their support.

In case of the failure of the Civil Authorities to perform their duty, you will take proper care of the paupers, until the case can be acted upon at these Hd. Qrs.
