This woman, is truly to be pitied. She has a child about 4. months old with her, her other (4) children, she was obliged to leave in Northumberland Co: for want of means to take them home to Richmond. She intended to walk and carry her child, but the inclement weather prevented. and should her husband not be able to send for her. I think it would be an act of charity to give her Bureau Transportation from Fredericksburg to Richmond.

with the recommendation that this case be forwarded to Maj. Genl Schofield, requesting the issuing of an Order setting aside the verdict of the Jury and a trial by Mil. Commission.

The bad character of Campbell, - the intimacy of Campbell with Upshaims wife for several months past to gather with the offence of shooting with intent (no doubt) to kill should in my opinion be sufficient grounds for settling the verdict of the jury aside and trial by commission ordered.

Compare this Verdict with the acts of Magistrates and Juries in cases heretofore reported to you from Caroline Co: where Colored are defendents - and you will observe that there is two kinds of justice administered - one for whites and one for colored.
