The report enclosed is incorrect. - The resolution was to retain all of the officers of the Bureau, not all of the valuable officers as herein stated. Had the resolution been offered as reported, it would have received every Republican vote. The matter will be brought up in a proper form as soon as the "Convention" reassembles. I understand this Company has its works within the limits of the U. States, or rather upon an island, under the jurisdiction of the U.S. The Company seems to be responsible and promised fair wages and kind treatment. The Agent at Norfolk may permit the Agent of this Company, to enter into agreements and contracts that are 631 legal and proper with freedmen who are dependent upon the Gov: for support, or who are without employment, without throwing hindrances in his way, unless he shall have evidence of some deception or unfairness on the part of said Agent. The object of the Commissioner is to permit colored people to make their own bargains freely and without bias, understanding expressly what they are to receive. (Sig) O.O. Howard Maj. Genl. Hall give back the Melodeon, at an appraised value paying the difference. I shall esteem it a great favor if Maj. Stone, will ajust the matter at his earlies convenience. (Sig) M.
