The bearer Mary" has been assaulted by a man named James Hoy of your county and the cut upon her arm leave no doubt of the character of said assault; You will please have him arrested upon her affidavit and bound over to appear at the higher court. I enclose the "Civil Rights Bill" now in force in this State.

I have the honor to acknowledge the rect of y our communication in reference to the complaint about the conduct of the children of the Cold School and have referred the letter to

the Teachers of the same. I beg leave to inform you that several complaints have been made to me by the teachers of the Freedmen that the white children have not only been "excessively annoying" but have repeatedly beaten them and the marks and bruises upon them leave no doubt of the character of said assaults. I wrote a note to the teacher of the white school a few days ago calling her attention to the fact and asked her to discourage such practice.

I hope this trouble and strive may cease but I shall not suffer the Freedmen to be misused simply because they are "niggers" and going to school I have and shall again instruct the freed children not to molest in any manner the white children and should they do so they shall be punished for he same. I hope the same policy may be adopted in regard to the whites.
