I have the honor to enclose herewith the discharge of Nicholas Saml, Cold late of Co. "F" 52 U.S.C.I. I have sent to Washington for the necessary blanks upon which to make application for bounty &c.

In compliance with orders I have the honor to enclose herewith reports for the month ending May 31" 1866. The number of rations issued during the past month in this district was six thousand three hundred ninety one and a half (6391 1/2) showing an increase over last month of one hundred sixty nine and a half. The number of destitute whites seem to be on the increase - a large number of applicants for rations have been refused for want of proper or sufficient evidence of their destitution. The schools in the district continue to prosper and do well I have forwarded to the Supt. of Education reports from seven (7) schools - two at Lauderdale Springs -one at Enterprise, one at De Kalb one at Macon and two at this place. The report of the A.A. Surg at this place shows that he has only two patients in the

Hospital. I would therefore recommend that this somewhat expensive institution be discontinued, I believe the necessity for which it was established has passed away. Reports of abuses continue to be made and whenever the Freedmen report from a distance with evidence of their having been beaten upon their person I give them a letter to the Justice of the Peace of the "Beat" in which they reside directing or requesting him to have the parties arrested and dealt with according to law - lately I enclose a copy of the "Civil Rights Bill" A freedman was by sentence of the Mayor of this City tied up by the thumbs for two hours each day for three consecutive days. I have applied to him for a record of his trial and as soon as received will forward to you I have also been informed that they (the Freedmen) have been repeatedly tied up by the thumbs at De Kalb - this is a State Law applicable to whites and I dont know that I have any right to interfere in such cases. I would again upon [[strikethrough]] calling[[/strikethrough]] closing this Report call your attention to the fact that without troops here our position would be untenable.
