is the worst the worst in my District and the manner in which the Freedmen are being treated is fairly illustrated in the letter of W.A. Love a lawyer at Dekalb (County seat) and forwarded to your Office on the 26th day of May 1866.  Gully as I have in previous communications informed you is a shrewd cunning fellow he has baffled all efforts to take from him the children of Freedmen "Orange" apprenticed to him without the consent of their father nothing was done with him for shamefully beating "Orange's" wife "Emily" and in this instance he succeeded equally as well.  He compromised with "Jobe" hense the order of Major Norton to bring his (Jobe's) family away was not carried out.

Phebe Ann Freedwoman has this day filed in my office an affidavit setting forth that you, assisted by your Brother and Mr Eastham tied her up and beat her - striking her at least fifty times. My duty compels me to take notice of such cases and while I regret the necessity I would advise you to call at my office at your earliest convenience and think the matter can be settled without resorting to the civil courts.

An affidavit has been filed in this office by Freedman Washington Brothers setting forth that you charged him twenty dollars to have a warrant issued for the arrest of William Gardner on a charge of "Assault and Battery" and that he gave you a note for the same - also that you ordered him to jail upon the result of the trial. You will please make a statement to this office relative to the above charges at your earliest convenience and much oblige.
