The bearer has been assaulted and I refer him to you to take such action in the matter as you may deem proper to secure the rights of the Freedman. I think it would be well to have Mr Coats arrested and bound over for trial under the Civil Rights Bill.

Dear Sir
I have the honor to acknowledge
the receipt of your communication of the 8th Inst and in reply thereto would say that as soon as a Freedman or Freedwoman refuses to obey your lawful orders they violate their contract and ought to be discharged. The cook you mention ought not to have left your premises without your permission and when she refused to cook any more you did right to discharge her and would be justified in forcibly removing her from your premises. I agree with you that compulsory labor under the contract system is not profitable and your action in the case referred to is approved. Tell your cook to leave peacibly if she will - forcibly if she must.

I have the honor to acknowledge the rect of your communication of the 9th Inst and in reply thereto would say that if you can send the Freedman spoken of to Lauderdale Springs Miss he will be cared for by or at the Government expense. You have simply to send a letter by him addressed to Capt Henry Rainals Asst. Sub Commsnr at that place and state that you were directed by me to send him to the asylum or hospital the Bureau has made as provision for getting Patients to or from this Institution
