Knox Bvt Maj & Sub Commr Dist of Meridian Bureau Refugees Freedmen and Abandoned Lands Office Sub Commr Meridian Miss July 12th 1866 Armstrong Hon Jon Mayor of the City of Meridian Dear Sir As yet I have been unable to procure only a part of the Evidence upon which my report to Genrl Wood was based. I reported to him that I had been informed that so soon as the troop left this place the Officers of the Bureau would not be permitted to remain here. I have now three Affidavits (one white and two cold) setting forth that such remarks have been publicly made. I hope to be able to give you the names of some of the Persons making such threats. The witnesses there for refuse or seem heated about giving names for fear of person violence 73 I am very Respectfully Your Most Obt Servt Jno. J. Vicksburg Miss Sir: Your communication of the 10th Inst. to Bvt Maj Knox Sub Comr Meridian Miss to requesting him to forward and explanation why there is so many dependents continually sharing rations in this district and the apparant disposition in the no of Children has been received and in the absence of Maj Knox who is at the request of several Planters of Clark Co now absent for the purpose of inducing the Freedmen to perform the obligations of their Contracts more faithfully, I have the honor to forward, the following report relative to the first inquiry. Thear are a great many destitute people in this district and the necessity of issuing rations to them is very apparent from facts that have been produced showing them to be in need of this aid. They are generally the Widows & Children of Soldiers of the late Rebel Army. The utmost care has been exercised in this Matter and in addition to the Certificate of Responsible Persons setting forth their own knowledge of the destitute Circumstances of the Applicant a very Stringent Path is required of them Copy of which was forwarded in letter from this Office dated March 11th 1866 in reply to information made since concerning this same subject. To the Second inquiry would state that rations have been issued to those only who were dependent upon them.
