Major,
I have the honor herewith to submit vouchers for actual expenses incurred for board & lodging for 6 days for two (2) white refugees, for whom application for transportation from here to Toledo, Ohio was made on the 29th of last month thro' the office of the Asst Commissioner. Owing to the fact that these persons were completely destitute on their arrival here, it was simply an act of humanity to provide for them until further action could be taken, and I therefore respectfully request that the expenses incurred may be allowed.

I am Major,
Very respectfully,
