I have the honor herewith to submit my Report for the month of September, 1866.

No cases relative to ill treatment of Freedmen in this District have been brought to the notice of this office, with exception of one positive case of assault with intent to kill and number of reports based on rumors as to all kinds of atrocities having been committed on colored people in Kemper County of which rumors information has already been transmitted to the Bureau.
During the month several applications for rations &c have been made by destitute white Refugees; In one case the applicants consisted of man, wife, and seven children, utterly destitute but as I had neither rations to issue nor quarters to supply them with there was nothing left be but the painful necessity of turning them loose on the cold charity of the world.
No school reports for the month of September have reached this office, from which it is to be inferred that the schools have not yet been put in operation. Copies of Circular No 14. Office Asst Commissioner, dated Sept 22, 66; - relative to school matters have been forwarded to all parties concerned. It is, however, to be expected that some of the teachers will fail to comply with the directions laid down in said Circular. The teacher of a cold school at Enterprise Clarke Co, a Mr Campbell for instance, has already refused to transmit any Reports on the ground, as he states that he has made several applications to the Bureau for aid for his school, but that they have been left unnoticed. He is known as a loyal man and has met with a great deal of opposition on the part of the Citizens of the town. No reports have my received from the Asst Sub Comm'r at Lauderdale. I have been informed thro outsiders that no more cholera cases have been reported during the past week at this latter place.
Capt. Sunderland has not yet been able to proceed to Kemper County on account of a sprained foot, but will probably be in condition to do so in a few days.
