Lieutenant, Your Reports for the month of September, 1866, have been recd. but not in time to be of any use for me in making out my monthly Report. This must be corrected in future. Your consolidated Returns Report for the month of August is required. None has ever been received. I forward by to-days mail twelve (12) Ration Return Blanks. Miss Sir, A letter from you to Genl. Wood Assistant Commissioner for the State of Miss, wherein you ask for advise reference to a colored man in your community, who has become insane. Before any action can be taken in this case it will be necessary for you to furnish me with a certificate from a physician, setting forth the degree of disability &c upon receipt of which I shall recommend that the Freedman be transferred to the Hospital at Lauderdale.
