Hiram To Freedman

It having been reported to this office that a colored minor named Isaac who was legally apprenticed to Mr. A.S. Arington with the consent of his mother has been abducted from his home by you, probably under the impression that you, having since married said minor's mother, had a right to do so, you are hereby informed that your action has been in violation of the laws and I therefore advise you to return the minor Isaac to his home without delay. If you fail to comply with this advice you will run the risk of [[strikethrough]] of [[/strikethrough]] being prosecuted to the full extent of the law

I have the honor to acknowledge the receipt of your letter dated the 9th inst. and should have answered the same before now had I not been prevented by sickness. I beg leave to return the report with the required information. In reference to the case of the Freedmen "George". I am of the   
same opinion as Commissioner McRae that his marriage is a legal one under the circumstances if witnesses have been present. I do not think that he or his wife have any reasons to feel uneasy.

Be pleased to remember to forward your report one or two days before the last of the month. The report should be made out in triplicate; one copy to be retained, one for this office and one for the Asst. Commissioner. I have made requisitions for blanks and as soon as received I shall forward to you a sufficient number of the same. 

Enclosed you will please find some postage stamps.
