penalties on account of her Color and Race than is prescribed for White persons.  This being a violation of the "Civil Rights Bill" I issued a warrant for the arrest of the said parties Viz John B Adams, Wm Adams, J.W. Jones and Bascom Legett and deputised Junius Means, Deputy Sheriff of the Co of Lauderdale State of Miss to make the arrest and bring the parties before me on the 22nd inst for examination which was complied with. Hon R. Leachman U.S. Disct Attorney So Disct of Miss was present at the time set and asked for a continuation of the case until the woman "Malinda" could be found that her testimony could be taken which was granted, and Friday the 25th inst set for the hearing, at which time the woman not having been found the hearing was postponed until the 26th inst at this time, the woman "Malinda" was present, and testified in the case, corroborating, the Affidavit of Mr. R.W. Maxcy except upon the part of Bascom Legett who I discharged and held John B Adams Wm Adams & J.W. Jones in the sum of Fifteen hundred dollars bond to appear before the U.S. Disct Court at Jackson Miss on the fourth Monday in Jan 1867 and remanded them to the custody of the Deputy Marshall.  By some means they succeeded in getting from his custody and have returned to their homes in Kemper Co  by this action they have shown a determination to not and did not comply with my decision to appear before the said Court. 

The person that I deputised to make the arrest thinks that it would be impossible to re-arrest them unless some assistance from the Military Authorities is given.  

I have the honor therefore to ask there a sufficient number of Troops be sent to me that I may have the parties arrested and held in confinement (unless they give bond) to appear before the next Court the first Monday in May 1867.

During the past month but few cases have been reported to this office  they were generally relating to the inability upon the part of the Freedmen to get what was due them for thear labor during the past year.  From the fact that the greater portion of the Freedmen have little or no money to commence a suit against the parties that
