5 Bureau Refugees Freedmen & A.L. Office Sub. Ass't. Com'r. Sub Dist Meridian Meridian Miss July 21. 67 J. F. Slade Esq. Hickory Station, Miss. Sir, I am in receipt of your communication of the 16th Inst reporting that Freedmen on the Plantation of Mr John H. Gowan, were in numerous cases, violating the terms of contract, by quitting their employment for frivolous and insufficient causes In reply I suggest that you forward to this office, the names, and description of any parties guilty of this offence, and if within the reach of the Sub Ass't. Com'r. they will be arrested, the charges against them investigated, and if sustained such proceedings will be taken as may be found necessary to enforce a strict compliance with the articles of agreement by them made.
