Sir,
I am in receipt of your communication of the 16th Inst reporting that Freedmen on the Plantation of Mr John H. Gowan, were in numerous cases, violating the terms of contract, by quitting their employment for frivolous and insufficient causes
In reply I suggest that you forward to this office, the names, and description of any parties guilty of this offence, and if within the reach of the Sub Ass't. Com'r. they will be arrested, the charges against them investigated, and if sustained such proceedings will be taken as may be found necessary to enforce a strict compliance with the articles of agreement by them made.

Mrs McCarthy,
You will immediately relinquish posession of the freed child Frank son of freedmen Henry Bates, whom you have against the wishes of the Father, and without a legal right, retained in your service for past two years
You will deliver this child to its father at Shubuta Miss. as soon as this order is received
