I have the honor to state that the numerous duties which I am now required to perform will preclude the possibility of fully carrying out the provisions of General Orders No. 21. (C.S.) Office Ass't. Com'r. B.R.F. & A.L. directing the Officer or Agents in charge of Sub Districts to visit personally all the plantations therein, for the purpose of advising freedmen of the true interests and meaning of registration, and therefore respectfully suggest that I may be authorized to print one thousand copies of said order, and cause them to be circulated throughout the Sub Dist of Meridian.

I have the honor to enclose herewith affidavits of Richard Higgins, freedman in reference to the retention of his son Lee by John Higgins, of Macon Miss, and to request that transportation be furnished him hence to Macon Miss, and thence (for himself and child) to his home at Whistler Ala.
