Complaint having been Entered against you at this Office by Joseph Holloway (freedman, you will please report at these Hd Qrs at 11 O Clock A.M. Aug. 7. 1867 bringing with you your Contract with said freedman together with a statement of provisions clothing &c (if any) furnished him

I respectfully ask to be informed what action ought to be taken in cases that have been presented substantially as follows 
1st A. B. freedman makes affidavit that he was employed by Contract on the 1st

January 1866 to work that year on the Plantation of C. F. that C F agreed to pay him $10 per month and furnish him the rations per diem that under this Contract he continued to work Seven Months and at that at the end of that time C. F. having paid him no money and having furnished insufficient rations he A. B. determined to work no longer for C. F. and accordingly sought elsewhere for a living C. F. now refuses to make payment to A B. for the Seven Months labor performed and C. F. that it is useless to bring action in local Civil Courts where he resides for the recovery of his money as he is satisfied that from existing prejudice judgment would be rendered against him and the costs of the Suit would devolve on him thus adding to the injustice already practiced 

2d John Jones (freedman) makes affidavit that prior to the Emancipation of Slaves he lived in cohabitation with Mary by whom he became the father of two children but the sd. Mary has now deserted his bed and board and is living in cohabitation with another man, that Mary altho not able to properly Care for and protect their children refuses to give them up to the fathers Custody. So am justified in this Course?
The first of the above cases is of daily occurence and as I can find no order or instruction heretofore issued for the observance of Sub Comrs I respectfully asked for a special explanation of the Course to be pursued
