Sir, 

Peter Drummons makes complaint at this office that he entered Mr. Ragsdales Employ on the 2nd day of January 1867. with the agreement to remain during the year under the conditions of receiving the monthly pay of ten dollars that at the end of January he made application for payment which was declined that he continue to work during the month of February but at the End of that period being again refused payment he sought employment elsewhere and having subsequently demanded a settlement it was again refused on the ground that he did not comply with the terms of agreement which were that he should continue during the year. If his statement is correct it is clear Mr R. committed the first breach of contract on declining to pay the 1st & 2nd Months wages when due and it is also clear that Mr R is still legally indebted to the freedman in the sum of twenty dollars which amount the Sub. Comr. deems it his duty to request Mr. Ragsdale to pay sd freedmen If the statement is correct the Sub Comr will be please to hear from Mr R to the End that impartial justice may be done both parties.

Jesse Eastman freedman holds your note of hand for the sum of $60 Sixty Dollars which fell due on the 1st January. 1867 

You are informed that & unless satisfactory arrangements are made for the early payment of this note it will become the duty of the Sub Asst. Comm'r of the district where you reside to take such measures as will secure the freedman his just dues
