A communication from you addressed to Maj Genl O O Howard Commissioner B.R.F. and A.L. Washington dated April 6. 1867 asking for an appropriation of One thousand Dollars to aid in establishing a School for freed men at Meridian Miss has been received at this Office
The appropriation asked for has been granted Conditionally and if you will attend in person at this office a full explanation in reference to this matter will be given

Your Com'n to Bvt Maj Genl Comdg of this Dist. dated July 15 was recd at this office today & in reply I would respectfully direct your attention to Circular No 26 W. D. B.R.F and A.L Washington July 26. 67. which with a Copy of endorsement from Messrs Ross and Nelson Meridian Miss will I think fully Answer the Contents of your note

In reference to the 3. Mules you had stolen I would say that should you succeed in finding the Guilty parties with sufficient evidence to fully substantiate the Charge every exertion will be made to bring them to punishment as the Nature of the Case will permit
