Comr. of this Sub Dist has rendered at quite impossible for him to personally visit any Plantation for the purpose of carrying out the Provisions of C.O No 16 Hd Qr of Mil Asst. Comr Bureau Refugees Freedmen and A Lands Head Quarters Sub Dist Meridian Meridian Miss. September 9 1867 Armstrong Anthony Esq. Freedmen Clark Co. Miss Sir Lea Strong freedwoman makes affidavit at this office that she is the mother of (3) three freed children named and aged respectively Grady 15 Isaac 14 and Emma 10 years of age. That them children are now in your Possession and that you refuse to deliver them to their Parent. If this statement is correct you are hereby ordered to surrender said children on demand to the said freedwoman Lea Strong who is there mother and who by law is fully entitled to their custody.
