An official communication from these Head Quarters was yesterday addressed and forwarded to you by special messenger which I am informed you declined to receive.

You are informed that the object of the B.R.F. & A.L. is to render justice to all parties who may properly be brought before it and that the agent in charge has authority and in the discharge of his official duties will exercise the same.

You will report at this office tomorrow Friday Dec 13. 1967 at 10 AM, and make explanation of the above complaint.
