127 Bureau Refugees Freedmen & AL Head Quarters Sub Dist Meridian Meridian Miss Dec 18. 1867. Merritt Barber 1st Lieut 34th US Infty Actg Asst Adjt General B. R. F. & A.L. Sir, I have the honor to apply for permission to employ a mounted Expressman, or for a soldier to be detailed with a horse for the purpose of carrying dispatches, summons, &c. I would respectfully represent that the mail facilities here are so incomplete that I find it almost impossible to transmit a summons with any degree of safety, and that in one of half of cases, I am unable to prove that the documents were received by the party summoned, Respectfully Andrew Thomas Agt &c. 128 Bureau Refugees Freedmen & AL Hd Quarters Sub Dist Meridian Meridian Miss Dec 18. 1867 Seaborn Brown Esq.
