133 Bureau Refugees F. & A.L. Head Quarter Sub Dist Meridian Meridian Miss Dec 23. 1867. Joe Eakins, Sheriff Lauderdale Co Miss. Sir, Complaint having been made at this office by freed man formerly ex by the late I. S. O. being that they have been unable to make a settlement as the deceased died insolvent. I adviced the freedman to appoint an arbitrater agreably to the provisions of circular #22 dated Hd Quarters 4th Mil dist Nov 3. 1867. The administrater now declines to appoint another in accordance with the circular before mentioned because I. A. Moore a good man has been selected by the freedman. You will please see to it that the parties comply with the instructions of the Genl Comdg Very Respectfully, Andrew Thomas Ag+ &c 134 Bureau R. F. and A. Lands Hd Qrs Sub Dist Meridian Meridian Miss Dec 24th 1867 James Welch Esqr Meridian Miss - Sir You are hereby summoned to appear at this Office Friday Dec 28th 1867 at 10 A.M. to answer charge preferred against you by freedman Robt A Williams Respty A Thomas Agt. pg 7.
