Phillip Cooper (freed man) having entered complaint at this office that W. Johnson is trying to defraud him of his portion of the crop of 1867. You will see that a board of arbitration is appointed in accordance with circular #24 from Hd Qurs 4th Mil Dist dated Dec 16, 67 and have decision forwarded to this office

Your letter of the 24th inst is received and contents noted. I am at a loss to understand you - as you say the Board has not yet been convened - and again - that the claim of Mr Hill for supplies was allowed by the Board - It is not understood how Mr Hill's claim was allowed by the Board - no Board having been convened -

I am out of Circular #24 - You will find it either in the Meridian Chronicle or Gazette.
