Lands - Vicksburg, Miss January 13th 1868 - I proceeded to Enterprise Miss and took an inventory of of Salter's property - a copy of which I enclosed (marked "A") and gave the instructions contained in endorsement -

Complaint was made at this Office in December 1867 by the freedmen employed on the plantation of J.S.O.G. Greer during the years 1866 & 1867 - that they could not get their pay and that the Cotton raised on the place had been shipped to Mobile Ala or sold in this city some time previous which I found upon investigation to be
true - Mr Thomas the Supt having shipped 51 Bales to Mobile Ala - and sold 15 Bales in Meridian - I failed however to find any authority for his so doing - I caused
