March 23. 74 [[left margin]] A.G.O. 37/1 [[/left margin]] Sir: I have the honor to make the following reply to Circular Letter from your office dated March 19. 1874 The Register of Claims in my possession was transferred to me by Lieut J.H. Counselman, 3d Arty D.O. Charleston. S.C. on the 12th of Jany 1874, in which has been entered, by him, a complete and authentic record of all money received from the Chief Disbursing Officer - the names of Claimants - all money disbursed &x - in the manner required I have not received any lists of Claimants or money from the Chief Disbursing Officer I have used the Register as entered by Lieut Counselman - without transferring the names of claimants, unpaid by him, to new pages — and as each claimant is paid by myself- I have carefully and promptly recorded the payment as required I would, however, request to be informed if it is required that the names of the unpaid claimants, transferred that the names of the unpaid claimants, transferred to me by Lieut Counselman, be transcribed to me by Lieut Counselman, be transcribed on news pages of the Register — or to continue on the plan I have adopted until each List of Claimants has been disposed of. The funds in my possession were received from Lieut. Counselman- and the first column on each page of the Register is headed- "Money received from Chief D.O.
