Sir:
With a view to securing payment of as many claims as possible prior to June 30, 1873, (a matter of great public importance,) you are hereby authorized to proceed to such points within the District in which you are charged with payments to Colored Soldiers and Sailors as in your opinion the interests of the Government and of the claimants demand. It is desired that the payments made by you between this date and the one indicated shall attest that no effort has been spared to discover and pay claimants.

Please acknowledge receipt and advise this Office of your proposed action.
