Refers to letter June 12" from D.O. at Charleston and states that the instruction contained in letter of May 19" 73 from the A.GO. does not contemplate indiscriminate travel by Disb'g Officers throughout their districts and that it was only intended to authorize journeys when the Disbg Officer had satisfied

himself by correspondence that by proceeding to any particular point in his district, he could meet and pay a sufficient number of claimants to justify the expense.
