Sir:
Referring to your communication of the 12th inst. reporting result of your trip to Sumter S.C. to pay one colored claimant, supposed to reside at that place I have respectfully to inform you, the journey does not appear to have been made with the public interest in view.
The general instructions from this office, dated may 19, 1873, do not contemplate indiscriminate travel by Disbursing Officers throughout their districts; it was only intended to authorize journeys when the disbursing officer
