NARA 152 War Department Adjutant General's Office Washington, D.C. August 12, 1873 Lieut J.H. Counselman 1st Artillery, Disbursing Officer, Charleston, S.C. Sir: I transmit herewith a "Notice" printed at the suggestion of Major T. M. Anderson Disbursing officer Vicksburg Miss., which will explain itself. It is believed by this office that this will assist greatly in the discovery of claimants, the object being that copies shall be sent to the ministers of colored congregations, the sheriff of counties and other reliable citizens, and that they be posted on the various steamboats and in other public places. It is desired that you prepare a similar list of the claims in your possession, and forward the same at
