Sir: 
This office having been furnished with a copy of a letter addressed to the Commissioner of Pensions from Knoxville Tenn., under date of the 1st inst., by Jno. G. Stokes, Special agent of the Pension Office, expressing the suspicion that one James H. Tonking, claim agent of Beaufort S.C., is engaged in irregular practices in connection with claims for pension, bounty &c, and for defrauding claimants of the amounts awarded in settlement of their claims, it is desired that you will exercise due vigilance for the detection of any schemes that may be concocted by him for the swindling of
