Sir:
Referring to paragraph 4, Special Orders No 255, December 30, 1873 from this office, you will proceed to Charleston, S.C. and receive from Lieut J.H. Counselman, 1st Artillery, disbursing officer at that point all moneys, books, records, papers, and other public property in his possession pertaining to his duties as disbursing officer, and will return, with the records &c to your station, at Columbia.  

In the execution of your duties you are to be governed by the instructions contained in orders, Circulars &c to be transferred to you
