by Lieut Counselman, and you will avail yourself of such information and advice relative to the details of such duties as his past experience may enable him to impart.

When you shall have familiarized yourself with the character of your duties, you will suggest to this office such points as places of payment as in your judgment will subserve the mutual interests of the government and of claimants, giving at the same time the date on or about which you propose visiting such points, and the probable length of time to be occupied in making the tour.

Should your suggestions be viewed favorably the necessary authority with specific instructions will then be furnished.

It is of course proper to inform any claimant whose funds may be in your hands and who may communicate with you in regard to payment, that he (or she) can receive the amount upon
