Sir:
I understand that there are several parties in this section of the state who claim to have been colored soldiers and can claim bounty under the Act of March 3, 1873. I have the honor to request to be informed what advice and instructions to give them, should they ask it of me, to enable them to have their claims properly made out and sent to Washington for consideration.
