In answer to letter of D.O. of 11th inst inquiring whether an application for bounty and discharge paper of Joseph A White, late of Co "H" 54 U.S.C.T. alleged by him to have been placed in the hands of one Samuel Dickson, in June 11.73 have been received in Washington - the D.O. is informed that this office has no knowledge of the papers referred to - &c - such papers properly pertain to the office of the Second Auditor of the Treasury. In future, when claimants apply to D.O. for information and present no evidence or information of settlement they are to be referred to the Second Auditor of the Treasury. All claims when settled are sent to the appropriate disbursing officer - When there is no money in D.O's hands and application is made, it is reasonable to infer, that no certificate in the case has been received at this office
