Referring to letter of the 20th inst in explanation of payment of claims of James B. Haywood, deceased-late Mus. Co. "E" 33d U.S.C.T. D.O. is informed that to the proper adjustment of his accounts by the accounting officers of the Treasury, it is necessary that the receipt or acknowledgement of Christmas Haywood  (Joint payee with Diane Haywood to whom the whole amount was paid) attesting the receipt of his proportionate one half

in the case. In all cases, comprising more than one payee the amount of claim should be paid to the payee in equal proportions &c. In cases when one payee may appear and furnish evidence of death or remote absence of payees or payer, payment of proportionate amount is made to claimants or claimants report of case to be made to this office for instructions as to the disposal of the residue of the claim.
