Sir:
It having been reported to this office that checks for payments of bounties &c to colored soldiers have, in some instances, been drawn payable to the claimant or "bearer"; I have the honor to invite attention to Circular from the Treasury Department of March 17. 1873, copy herewith, which permits Disbursing Officers of the Freedmens Branch A. G. O. to draw checks in favor of themselves or bearer or order for such amounts
