sailors &c prohibits the recognition of any power of attorney, transfer or assignment, and that the Circular from this office of February 5, 1873, providing for the deposit to the credit of the United States of funds in cases wherein the original claimant may have died since settlement of the claim does not contemplate any action on the part of the disbursing officers to establish the fact of death whereby expense may be incurred. It may be further explained that under no circumstances should the amount in any case be paid to any person other than the original payee as named in the lists forwarded from this office, unless authority therefor be specifically granted. From these explanations you will observe that your duty in the case in question (if you shall become satisfied of the soldier's death) as well as in all similar cases, is to deposit the amount to the credit of the United States and to inform the applicant therefor
