as to which of rival claimants are the entitled heirs, but that all applicants in any case in which the original payee had died and in which the funds might be deposited to the credit of the United States should be referred direct to the Second Auditor of the Treasury, in order that the question of heirship might be decided by the officer upon whom such responsibility and new settlement devolves, and this office be saved unnecessary correspondence.
